There are a growing number of offshore software firms that advertise rock-bottom hourly rates and promise high quality. However, our experience in software development and the independent research groups all agree that rate/hour is a notoriously poor indicator of the total end cost of a project and ignores the true end goal of project success. Additionally, critical skills such as requirements gathering and documentation and project management, are oftentimes left out of those delivery models.
